  • 2/3 cup sweetened condensed milk
  • 1/2 cup unsalted butter (divided)
  • 1 cup all-purpose flour (divided)
  • 1/4 cup packed light brown sugar
  • 1 1/2 cups granulated sugar
  • 2/3 cup unsweetened cocoa powder
  • 2 large eggs
  • 1/2 cup dark chocolate chips
  • 1/2 cup heavy whipping cream

Instructions

  1. Preheat oven to 350°F (175°C) and grease a 9×9-inch baking pan.
  2. For the shortbread crust, cream together room temperature butter and powdered sugar. Gradually add flour and salt, then press into the prepared pan. Bake for 15 minutes until lightly golden.
  3. In a saucepan over medium heat, combine sweetened condensed milk, butter, brown sugar, corn syrup, vanilla extract, and salt for the caramel layer until smooth. Pour over the baked crust.
  4. To make brownie batter, whisk granulated sugar, cocoa powder, flour, chopped chocolate chips, eggs, oil, melted butter, water, and vanilla extract until smooth. Pour over the caramel layer.
  5. Bake for 25-30 minutes or until a toothpick inserted comes out with moist crumbs.
  6. For the ganache topping, heat cream until simmering, pour over chocolate chips in a bowl, let sit then whisk until smooth. Stir in butter and optional corn syrup.
  7. Once brownies cool slightly, pour ganache over top and sprinkle with flakey sea salt if desired.
